Cannot patch PoE1, cannot download PoE1 - connection failure with stable connection

The problem started about 2 weeks ago, out of the blue. When I tried to install a patch, it would start to download, do so for a while, and then the speed would drop to 0. At first I tried to install the patch, and kept getting an error: transferred a partial file while downloading. Cleared appdata, temp, cache, nothing helps. Deleted all PoE files on PC, tried to download the whole game again, and now I get the error all the time: timeout was reached while downloading

It,s clear that it's the same problem, how can i solve it?

Alright, maybe i solved the issue. I tried to download game files through different internet service provider, and it didn't stop after a few minutes as it usually do, so it probably isp issue.

It's strange that main isp allow to download SOME of the game files. I would expect that with ISP problems the game would not download anything at all, not stop halfway through it

BTW second isp have much worse quality of internet connection, i even tried to check connection right when game download stops on first isp, and everything was good, exceps the game
