Is there such a thing as a "best mod"?

Does the game even have a mod that's widely regarded by the community to be "the best"?

Think anything that can have mods - items, gems, maps, mobs, strongboxes, Vaal side areas...

I hate to poke fun but....

even asking that question here means you are NOT going to like this game. Literlaly the entire point of playing PoE is because this doesn't exist. it also means you will likely fall for every single scam video on youtube.
