Will rings quality go up with fractured stats?

So in wondering if i use the quality to elemental affixes. But my resist or damage+ is fractured. Will it still increase or is it stuck? Any answers appreciated. I havent seen this covered yet i been searching.

Also if i quality then fracture it. Will it stay the same if i use another quality type?

" If you apply the quality that matches the affix of the fractured mod it'll increase it. If you change it afterwards, it'll go back to normal. |
