Distilled Emotions combinations not displaying on the Passive tree

Has the function to enchant amulets with a Passive tree notable been removed? Is it bugged? I can not pull up Distilled Emotions recipes when I look at the notables on the skill tree any more. Ctrl key used to work, as I recall, but not any more.

In the passive tree, you need to hold Alt to see the recipes. If the recipes are not showing, throw a distilled emotion on the ground and pick it up. After that, the recipes should show.

I am level 95. Do you seriously think that I haven't picked up a Distilled Emotion yet!? That is the most irrelevant response imaginable.
READ THIS: The passive tree is bugged for 0.1 characters. Distilled Emotion recipes are not displaying! |

Notables in each starting area dont show emotions recipes, others outside that part of the tree do show recipes for me. Not sure if bug or intended.
