Unable to Respec Atlas Passive Points

My Atlas Passive tree does not allow me to respec any points.

I’ve had the same issue. Tried refunding all, to no avail. Now my characters on standard server have 38 passive skill points that are unavailable. Posted on the forum a couple times about this issue, but no response from devs yet.
