three dragons not working with ground effects

with the three dragons equipped any ground effects (chilled,shocked,ect) that the player wearing it uses/causes do not apply thier effects.

three dragons states "hits"
from what the game tells me ground effects do not hit and as such should not be affected.

three dragons also dosent work with herald of Ash which dosemt say it hits with fire damage. it just ignites enimes for %of overkill damage
