Chaotic freeze support gem no longer working

I've been running Contagion with Chaotic freeze and using essence drain to proc the freeze. It's been working great. Sometime in the past few days the freeze build up has stopped happening. I've tried moving the support gem to other skills, I destroyed the gem and made a new one, I've triple checked my stats and I have plenty of int. Nothing I've tried can get the freeze to start working again.

Noticed this too. A week ago I respecced into chaos lich build and chaotic freeze was working until it wasn't.
