Connected map not blue and non-connected one is blue

I cleared a tower and applied tablets to it. One map connected directly to the said tower is greyed out and can't be played, while another map connected to this greyed one is blue and I can't play it either.

Blue map allows me to attempt inserting waystone into it but I get "Map is not accessible" message, which makes sense, but the greyed out map doesn't even allow me to insert waystone into it, even tho it should because its directly connected to cleared tower.
