DLSS does not work

In town i finally become suspicious. Why so low fps.

So i turned OFF dlss and guess what, my fps did not dropped down. Stays the same as with dlss. It is clearly not working.

I have a RTX 4070, and some related problem, with DLSS Peformance and Shadows + GI, some type of visual glitch occurs. Regardless what Model of DLSS is running (L, M or K), the textures of all forms of lightning beocme blurry, when DLSS ir turned off, all of this glitches are gone.
This is very noticiable with certain skills, like Consecrated Grounds or the Delirium maps portals.
