Skills not showing up to be placeble

I have all requirements to use orb of storm, I set up the skill on the skill tab and it shows, stored and used again and now It doesnt show on skills to be placebe on shortcuts. Carved a new skill gem and it shows again, but If I remove and store on inventory and put on skill tab again it desapears again and cant be set up on shortcuts.
