Monsters immune to bleed immediately after consuming bleed

Most noticeable on rares and bosses that take longer to kill, but using Blood Hunt to consume bleeds and then following-up with Rake results in no bleed on the enemy 100% of the time. Pausing before the follow-up with Rake, or Raking twice in a row does apply bleed.. but it seems pretty bad to "combo" by not using your skill.

So how does something like the Endless Circuit notable work, since it supposedly reapplies shocks it consumes?
