Arcanist Etchers don't do anything.

This has to be a 'bug' right?

I understand the affect on Sceptre Spirit was unintended and fixed, but I thought the quality was supposed to essentially transfer that quality to any skill granted by the item?

This does not seem to be happening on any caster weapon/offhand I've tried...
