Drop rates bugged?

I just started a second character in the DotH league and by the time I got to the tomb of the consort area I already got 3 regal orbs (which is more than I would normally get in the endgame in the same time frame, with around +15% item quantity and +35% item rarity).

It may be that I was just lucky, however the general feel of the drop rates (the amount of rares and stuff like that) is way better during the first act of the campaign.

Also, another reason why I think that this is a bug is because I also got the same feeling during the campaign on my first character this league (I had 5 exalts by the end of act 1, which is roughly the same amount I got on the same character from act 2 to act 3 cruel).
