Ascent to Power Quest is Stuck

Hi, this seems to have been reported many times across a bunch of platforms, but I cannot completely the Ascent to power quest. Stuck at the Return to Ardura Caravan to speak with someone but the Quest item did not drop from Balbala. As you can see in the screen shot attached, I have killed him but he did not drop the green item.

There seems to have been another fix for this from someone that you finish Act 3 and then go back from Zuggarat Past and the map will open, but it is only showing the normal version vs cruel. Anyways looking for a fix on this as ive killed Balbala like 20 times and nothing has dropped yet. Hopefully I missed an update somewhere and its an easy fix, but I havent been able to find anything.
