Essence Drain spell bug, unable to use

1.Finished map using ED on lvl15 skill gem
2.Refunded few passives
3.ED disappears from action bar

Requierements for spell are met.
Tried socketing it into 14,10,5,3 skill gems.
Spell works on lvl 3 skill gem.
Tried restarting the game.
Veryfied game files.

i upgraded the low level gem and can bind and use essence drain
