Uncut Support Gem Level System Gates Mechanics For Too Long [And How to Fix It]

The way that Uncut Support Gems are distributed is preventing players from interacting with interesting mechanics for far too long during the campaign. I have a suggestion to fix it.
Each, Support Gem in the game should have a "Gem Value" of 1 -> Infinity. Meanwhile, the player should have a "Max Gem Value" that ranges from 1 -> 100. More powerful/niche supports should have higher values. While generic supports should be lower. But the player gets to craft whatever support gem they want at any time. However they will only be able to equip the support if they have enough Max Gem Value. Example Player @ Level 1 has Max Gem Value of 5 Player @ Level 10 has Max Gem Value of 12 Player @ Level 100 has Max Gem Value 150 Brutality's Gem Value is 1 Rage's Gem Value is 2 Spell Echo's Gem Value is 4 Stomping Gound's Gem Value is 10 Enormity's Gem Value is 15 In order to equip Enormity at level 10, a player may have passives on the tree that reduce the Gem Value of Minion Supports, or Intelligence Supports. The problem here is rising complexity. The current support gem tiers are there primarily to limit complexity of the game early on so people can have their choices expand gradually.

The Gem Value would accomplish the same thing if the complex supports have a higher value.
