Prism of Belief - Skeletal Sniper Skills

is currently bugged, equipping my +1 Prism gets my Skeletal Sniper Skill from level 35 to 36, equipping my +3 Prism changes nothing, they stay at lvl 35, tryed everything, unequipping/reequpping, relogging, changing zones, nothing seems to fix it.
