Why do some innate skills lack distilled formulas like “Hard to kill”？

i cant see this skill's distilled formulas

Hard to Kill is in the starting area of Mercenary. Since 0.2 you can't instill notables in starting areas of classes. However there're a few notables that are missing instilling recipes unintentionally.
