Party Play - Atlas quest completion is not shared by party with same quest state

I play mostly with a partner and we just got into maps.

It seems that the completion of the atlas quest like "completing corrupted nexus at X tier" is not shared across the party (i.e. the item that gives atlas passive points does not also drop for my partner with the same level of atlas completion).

Is this intended or a bug?

In the current state this seems to disincentivize party play which feels bad because I mostly play with my partner.
