Uncut Skill Gem Used But No Skill

I’ve currently used up 3 lvl 13 uncut skill gems in hopes to receive a new skill. But instead of receiving the skill, my gems have been used up receiving nothing in return. Not sure what is happening. Any guidance on what I should do would be greatly appreciated.
