Unique Soul Tether Long Belt don't work properly

I believe the unique item Soul Tether Long belt is not working properly in atleast two instances:
1) The item instantly removes all Energy shield upon being equipped
2) The Hp leech from flame of chayula from Into the Breach passive of Acolyte of Chayula don't give energy shield.

I have the Lucid Dreaming passive and the unique The Carnage Heart Amber Amulet equipped but I still can't notice any energy shield leech. Please help
