GGG blocked my brother account for no reason

I was playing with my btother , somehow 3 month after buying the game they decided that his account didn't gave access and block his account , now asking him to buy the game again but he cannot cause he already got it...
My brother buy the game when it came out on steam , play for 1h and was not really sure and refunded the game. A day later he decided to play it again with me and buy the game on PlayStation. Now after playing for awhile they block his account saying he refunded the game and now need to buy it again. That's not okay .... yeah thats what we are doing its been 7 email we got , they responding thats not the problem but im not sure why they asking him to buy it again.

sadly he cant log-in in game his account have been lock soo he can't make a code and the others solution (contacting support by email) we are already actively doing it right now like i said before .

if someone at some point have gone trough something similar that can tell us the process they did to actually get their account back it would be nice to know , thank you.
my brother send a last email in a last try to make them understand the problem , but after 8 e-mail back and forth , he told me its way too complicated and its seem really shady to just get his game taken like that after months , if that last email doesn't help he's gonna stop playing . i might do the same at that point , if account get block at anytime i dont see the point in spending time in that game . good early access , game is nice overall and had fun but im going to go play something else with my bro since we cannot on this game anymore.
