HIGH VELOCITY ROUNDS and ARMOUR BREAK using SPLINTER/TUMULT

On the tooltip for HVR skill, I believe there you used to be a mention of CANNOT BREAK ARMOUR, however this does not seem to appear now. Is this intended?

Additionally, I am able to socket SPLINTER support gem now on HVR, when previously I believe it was not available.

So, my question here is, what is the intention in HVR, is it not supposed to do ARMOUR BREAK on base skill but able to do so on SUPPORTS because right now, even after adding SPLINTER or TUMULT I do not see any armour breaks on the enemy.
