[POE2] Bannerman notable not functioning for party members.

Hello, the bannerman notable says that banners effects linger for 4 seconds upon leaving the area, but this only applies if YOU are the person who placed the banners. If I place it, and my teammate has the notable, the effect does not linger for them when they leave the area. Also, if I am the one who leaves the AOE (And consequently the banner disappears), the effect lingers but only for ~1.5 seconds on my allies. I get the full 4 seconds, it seems to function properly for the user.

This would be great if it functioned properly for other party members, and it seems like an unintended bug if I'm just paying attention to the wording of the skills and notables.

Kinda sad because I wanted to play a banner support for my teammates and have them annoint the node, but it seems rough.

Updoot. This is annoying. Seems like a lot of the tactician is bugged so feels bad for levelling one.
