cast on charm use won't cast Enfeeble

Using cast on Charm use is not casting enfeeble. I'm trying to use the Catalysis notable to trigger a enfeeble curse any time I take a physical hit. I've had success with casting spark, orb of storms and bone cage. It seems to just not cast curses. I've tried with various support gems and also without any.

The energy is building up but when it reaches 100% it casts nothing and then resets the energy.
