Reverberation

I've been trying to use this support gem in Hammer of the gods and I was wondering if it was bugged or something as it never procs an aftershock...

1.75s attack time x .15% per .25s = 105% chance to proc an aftershock.

It means it should always proc an aftershock or did I misunderstand the calculations from this tooltip?
