Temper Weapon Still Bugged

Temper Weapon looks to still be bugged. It only hits once. Even in multi-hit moves like stampede (in the preview video for the skill it showed it proccing every hit), aoe moves such as scs, and aftershocks. I tested it with the Rage on hit support gem and would only get 3 Rage no matter how many mobs I hit or how many times I hit them with a single cast.
