Prism of belief diamond doesnt work

Prism of belief diamond +3 skeletal sniper have no effect when you put it into socket,tried mutiple times,change positions,change skill gem,change character etc,but still dont work.i already seen several post in community about this issue,this is a serious bug,please fix it ggg.
