Cast on shock + Cast lightning spell on hit.

Spells used by "Cast lightning spell on hit" do not contribute to the energy buildup of "Cast on shock".

I guess the shock application is not attributed to the player.

If inteded, addendum to "Cast on shock" description along the lines of "...shock enemies with skills you use" is recomended.

It is intended.

It's not in the description of every Meta skill. Instead, they put it in the description of Energy shown when you mouse over it in the skill's tooltip:
"Energy cannot be gained from direct effects of Triggered Skills."
