Omen of whittling interactions

Can you guys explain me what is going on?
Why omen of whitting targeting T9 phy flat on my bow, while i want to target my lowest tier modifiers. It already show +1 projectile skill previously but changed my Attack Speed modifier. Is this a bug what am i missing?

This is also happening with my quiver, it targets my T2critical hit chance modifier instead of T1 gain 6 life.
