Temper Weapon only Empowers the First Strike of Resonating Shield

Temper Weapon is only empowering the first strike of Resonating Shield. If this is intended, please change it. It feels counter intuitive to the ability and goes against the support gem "Burgeon" that lets Resonating Shield build its damage when channeling.
