inscribed ultimatum bugged

got a lvl 59 drop from chimera, it has 4 trials, and wont advance my ascendacy.
I thought they had been changed from 60 to 55?

i have 2 ascendancies already 1 around lvl 20 next around lvl 40, and im pretty sure 3rd should be around lvl 60?

to make matters worse i just now dropped a lvl 62 ultimatum, and it does list 7 trials, but it still states that it will NOT advance my ascendancy!!

maybe im confused about chaos trials.
i thought.
4 trials was 2nd ascendancy(was for me)
7 trials 3rd
10 trials 4th

Is that not how its supposed to work?

just got the one of the chaos statue, lvl 62 7 trials.
Will not give me 3rd ascendancy
