Cant reach more than 40 fps after 2.0

I9 9900k
2080TI
16 GB Ram.

I play at 1440P but no matter what graphic octions, resolution,Vulcan or DX or anithing i tryed the game simply goes 30-40 fps all the time.

This happends to me after 2.0

GPU is always at 100% usage.

help pls.
