Divination Card requires Map Tier...

I tried to farm some divination cards... no luck. Then I noticed small note under card: Requires Map Tier X.

For example
Tier 1: Bone Crypt map drops 4 cards, one of them is "Rebirth and Renewal" under it is note: Requires Map Tier 13+

My question is: In this case, how can I make Tier 1 map a Tier 13+ ?

And also

Tier 8: Jungle Valley has card "The Wind" which Requires Map Tier 2+ .
Isn't Tier 8 Map already Tier 2+ ? What am I missing?

You make T1 maps become higher tiers by going the Maven/Exarch/Eater questlines. You get one Voidstone when you beat The Searing Exarch, The Eater of World, Maven and Uber Elder. When you get all 4, all maps will be T16.

And regarding your "also"; Yes, A T8 map does fulfill the requirement of T1 Divination Cards dropping. Maps change their tiers every league, but level requirements for the Divination Cards don't.

After first Maven fight there should be some reward, which I didn't get because of Phrecia Idol system... so I ignored whole Maven/Elder mechanic and focused on doing Kalguur challenges instead.
