Invisible Buff Effect Not Working

Invisible Buff Effect MTX not working on Wind Dancer. Tried turning it on and off, turning Wind Dancer on and off, taking off the gem, putting it back on, no such luck. The wind around the character is still there.

Same issue! It was not working for Herald of Blood and Plague too.

Seems to have been the case for some time, prior to current patch and probably prior to that one as well. There does not seem to be any fix in sight, even though the item continues to remain purchasable in the store...
