Devastate Support gem bug

I play warrior and i use devastate support gem on Stampede. As the devastate tooltip says "Supported skill breaks armour when inflicting heavy stun". In many occasions, i heavy stun the rare mob or boss but it doesnt breaks armour. Fix it please. Thank you.

I use Devastate on Rolling Slam and it doesn't always proc when I stun enemies either.
