1 second Input Delay.

I have 1 second delay after any action I do in the game; walking, using a skill, anything. Game is unplayable for me atm. I'm using a pc and have tried every setting + guide video on the net. Please help me. I want to enjoy the game but its unplayable for me atm. My ms is very stable like around 15-20. And my fps is stable too around 70-80. So its not my fps or ms. But I have to wait 1 second after my actions actually are processed in the game
