Unable to access store

I’m having issues with trying to buy stuff from the store on the website.
I have logged into my account on the website through my psn account but when I go to the store it says “shop unavailable, your account is unable to make purchases here” I live in the uk so I don’t think it’s a regional problem. I don't think living in the UK would be a problem - but is it possible there's a VPN active on your system which would cause the website to think you live someplace else?
I find it difficult to justify optional purchases to support a Tencent-owned development studio that declines to provide customers Technical Support, regardless of how many thousands of euros that customer has spent...

No there is no vpn being used in my home.
