unable to use trade site or do 1 on 1 trades

my account is locked out of trading all together. when I first bought the game, it worked for a few weeks, then started giving me the error message "unable to use website due to website restrictions" but I have no restrictions set. I made a login for PC and combined the two accounts. did I do the process wrong?
