Jamanra - overpowered or not?

I'm not a game designer, just a simple web developer so from my perspective.. is it normal that this thing can and will spam all of his spells at once when it reaches 30%, and how do you defeat this?

As a warrior, at 30% (where my flask was already 2/10 charges) it casted literally all spells that it has:
- 2 tornadoes
- 2 portals
- some sword-like things that fall from the sky
- lightning melee attacks (while casting, yes.. I know, I expect nothing but quality)
- some random lightning orbs that cross the room

Isn't it supposed to be on a "spell schedule" / "spell queue", e.g:

cast 1
- cast done
cast 2
- cast done
.... and repeat the entire rotation.. or switch to another phase and scrap the spell queue ...

The same shit was happening in 0.1 where you deal way too much damage to the boss and it enters several phases at once where it does practically the same thing. Go to the Arbiter, take him down to ~50% and he starts to cast both the purple orb that makes him immune as well as the meteor drop + the spell where you have to go to the exact position to avoid the fire on the platform.

That's the thing, this is not 0.1 and the fight takes ~5-10 minutes of "poking" him just for him to "bug" like that at 2nd phase.
Jamanra has always increased in tempo during the final leg of his fight, after he hits 30%, it's a sprint, you've got to drop him before you get overwhelmed by the sheer volume of stuff he's storming out at you between their high rate and duration of effects.
imo he has way too many ground effect abilities for an act 2 boss

keep in mind act 2 boss of poe1 is vaal oversoul

I don't want something quite that simple, but since its pretty early in the game its a bit excessive, especially since new players would still be figuring lots of things out

at least the dreadnaught zone is good to farm
it s a bit of a dps check. if too low, you run the risk of running out flask.

when everything is up, you can usually find semi safe spots and sometimes wait for some of the crap to disappear.

??? Campaign bosses have less health than ever now. No boss should be taking you 5-10 minutes. Also, you might need more lightning resist if you're using that many flask charges.
Actually you need for every Act Boss the right resistance over 70%. And you need the ability to avoid(no, not a gem, your personal skill). And hopefully a good weapon for your level. Otherwise you run out of flasks. Actually i play a ranger act2 with no op build and with only 10 percent lightning res. There is no way to fight the act boss until i have more res. The firsts three acts is a check in some ways. If you pass it cruel difficulty will be no problem and you run into problems again, when you start mapping and maybe the first white range mob oneshots you with a shot out of nowhere.
I wouldn't say he's overpowered at all, he's just I feel the first fight where they hit you with a lot of crap to pay attention to at once, the sword slam, the halberd swing, the portals with swords and those dumb orbs of garbage that hang in place. I felt like after a few tries, he's pretty easy and I don't think the patch really changed that... Act 2 and Act 5 versions both kinda fell over in under 3 minutes.
I got the sauce.

POE2 enjoyer.
