Is the Shavronne's Satchel fine belt buggy?

I tried this unique belt and it says life recovery from flasks also applies to energy shield.
Feels like same with Eternal Youth passive node (Life Recovery from Flasks applies to Energy Shield instead) but even better.

But the reality is the energy shield never get the recovery from flasks.

Any suggestion?
