SST Champion broken

The last time I played my Spectral Shield Throw Champion was about a year ago.
Today I activated it again and it feels crippled.
Although PoB shows a 98% chance to freeze nothing is frozen.
DPS is also not comparable to before.
Unfortunately I don't have the old POB to compare what has changed.

Can someone enlighten me?

I know there have definitely been some nerfs to SST skill gem since it was completely OP. That was longer than 1 year ago though I think, so may be something else, or there may of been further nerfs. Could also be just that there has been power creep on builds and mobs.

Wiki says in got nerfed in 3.16 and quality got changed in 3.23.
