Gloamgown Elementalist Robe not working correctly

I believe the Energy Shield Recharge Delay stat on the character sheet is not working correctly while the Gloamgown Elementalist Robe is equipped. I have a combined 130% faster start of energy shield recharge, but my character still takes 10 seconds to start recharging their shield. Since my Base energy shield recharge delay is 10s, I'm assuming it should be modifiable and not hard-locked at 10s.

So this issue is known since april and yet still isn't fixed? Can we at least get the official answer from the moderators if its working as intended? If so, what design is that? It's bricked
