POE2 - Skills Not responding on Keyboard or Mouse

Skills will not activate using keyboard or mouse for a period of time even when they are ready. I have noticed this starting today -

When using the qwert buttons (or even if changing them to a different set - have tried asdfg, 12345 and mapping them to my mouse) they will not cast spells - right now I am playing the witch and trying to cast A curse, essence drain, use my wand, firewall etc. It doesn't matter which spell is set to which one it does not activate. This can go on for up to almost 30 seconds at a time. I have noticed it more often when there are a large number of creatures or effects on the screen but I am not experiencing lag in the traditional sense as I am still able to move my character and dodge roll. I am just not able to cast any spells or use any abilities. I have to run around until my summons respawn to keep myself from dying which is not usually successful - Bosses are impossible as after one or two casts by them and I am not able to use any buttons to cast anything.

I have set all my graphic settings to low in the game and this has not fixed the issue. I have changed my mouse and keyboard port from the USB 2.0 to the USB 3.0 port as well and have had no change.

I am running windows 11 with an AMD Radeon RX 7900 XTX with 24560 MB V Ram and GDDR6 2500 MHZ - My drivers are up to date.

Right now this has made playing the game impossible as progression is not possible with out being able to use abilities. Please either fix this or let me know what to do to make this work. This is definitely either a server or game code issue on your part as I don't have this issue playing other games of this sort. Diablo, Torch Light and Horizon don't give me this issue so it is not a hardware specific issue on my end.
