Equipping Amulet Reducing Evasion Rating

I don't recall this happening last season and I maybe losing it but is this a bug?
With no Amulet Evasion is 4047 60%
I equip a gold amulet with 12% increase evasion.
Evasion rating goes down to 3649 57%.
I tested this with multiple amulets and have results that vary between 3-4% reduction in evasion.


Is this intended or a bug ??
