Skill points keep resetting after confirming respec.

Literally every time i respec my tree, i click confirm, and it applies it temporally. The press confirm takes my money but the icon never leaves, i back out of respec screen couple seconds later my skill tree returns to the old layout and gives my money back, or the tree will have the old skills implented WITH the new ones but greyed out and says "do not meet req" so i have to restart the game, and once again respec failed.
