T3 and T7 Thorns modifiers can have higher minimum damage than maximum damage

Due to the recent changes to the Thorns modifier damage numbers, the T3 and T7 modifiers can have higher minimum damage rolls than maximum damage rolls. Barbed (t3) is (11-16) to (15-23), while Jagged (t7) is (101-151) to (146-220). An example image taken from the trade website is below, featuring an item rolling "16 to 15 physical thorns damage," while the item above it has a more normal "13 to 18 physical thorns damage."



This isn't exactly a bug, having "[higher number] to [lower number]" damage ranges is inconsistent with the formatting of mods in the rest of the game.
