Cast on Shock not working

My energy charges gained stay at 0% using cast on shock using multiple shock skills even with the support gem that adds energy gained, cast on freeze works for me so i really dont understand what i could be doing wrong. I am pretty sure it is bugged if somebody could take a look at it.
