Smith of Kitava Forged in Flame not working properly

Smith of Kitava Forged in Flame (%Max fire res gives %Max Lightning/Cold res)not working properly.
When Flowing Metal (+5max fire res) is talented with Forged in flame,the maximum lightning resistance is only getting +1% instead of +5% (Cold resistance is working properly)
