Leveling:
Level with Glacial Cascade, Falling Thunder (also combos with Wake of Destruction boots), Ice Strike, Tempest Bell, and switch over to Siphoning Strike and Storm Wave (with Call of the Brotherhood, so it freezes like your Glacial Cascade) when you get them. Your first spirit skills should be Wind Dancer and Ghost Shroud, and and eventually when you get the Resonance notable, run Combat Frenzy as a spirit skill if you're freezing a bunch of stuff so you can generate power charges for your Charged Staff. After you get more spirit and the rings, you can incorporate the Heralds. If you run into issues, free free to post or ask away.

Feel free to post any questions or feedback here. I'm better at responding on YT, but I'll check here periodically between build video updates.
I tried this build and have question.
When i use Siphoning strike on shocked monster my monk always do 2 steps backward. Its insane annoying. How i can get rid of this movement backward? I dont see your monk do this in your video.

Thank you for the question. My monk does that too, and I did touch on it in the original video, but I definitely should've talked more about it.

Yes, when monsters are shocked, there's a wind-up. When they're not, it's faster. The wind-up backstep can sometimes be helpful and help you dodge monsters, at least after you get used to it.

I made a video today to show off gameplay and address that issue, and show off heralds in 0.2 in a T17 map, because I thought it was important.
